The Wisconsin Elections Commission voted unanimously to approve the EL-128up “Uniform Instructions for Military and Overseas absentee Voters (Mail),” that must be sent to UOCAVA voters who choose to receive an absentee ballot by mail.
Starting today, municipal clerks must use the EL-128up Uniform Instructions for UOCAVA Voters (Mail) for all UOCAVA voters who request to receive an absentee ballot by mail. WEC staff recognize that ballots for UOCAVA voters have already been sent for the April 2, 2024, Spring Election and Presidential Preference. Clerks do not need to send the EL-128up Uniform Instructions for UOCAVA Voters (Mail) to voters who have already been sent their April ballot. Clerks can provide the EL-128up to any UOCAVA voter who asks for additional information about their absentee ballot. The EL-128up should be used for UOCAVA voters who request to receive a ballot by mail for all future elections.
