At its September 25, 2018 meeting, the Wisconsin Elections Commission approved the use of the ERIC supplemental poll lists for the November 6, 2018 General Election. The Commission affirmed that municipalities will need to print and use the ERIC Supplemental Poll List again for the upcoming General Election. The Commission also clarified that municipal clerks do have the discretion to activate voter records identified on the ERIC Supplemental Poll List prior to the November General Election if they believe those voters were inactivated in error. Should municipalities need technical assistance with reactivation, clerks can make a request to the WEC. The process for reactivating records is outlined in a previous WEC clerk communication that was posted on March 16, 2018, and available here: https://elections.wi.gov/node/5700.

As a reminder, the ERIC Supplemental Poll List is used to track and record individuals who affirm they have not moved from the address displayed on the list. If voters use the supplemental list to affirm they have not moved, then the registration of those voters will be changed from inactive status back to active status in WisVote. If the voter states the address as it appears in the ERIC Supplemental Poll List, the voter should be directed to sign the list. The signature block is a certification statement confirming the voter lives at the address appearing on the ERIC Supplemental Poll List and wishes to remain registered there.

If the voter states an address that is different than the address listed on the ERIC Supplemental Poll List, the voter must re-register. If the voter does not appear on the report, he or she may have been removed for a reason other than ERIC. These voters should re-register and clerks should contact WEC staff to identify why this voter was not listed on either the poll list or the supplemental ERIC poll list report.

Voter numbers are assigned to these individuals and marked on the ERIC Supplemental Poll List after the voter signs it. The ERIC list is part of reconciling the number of voters issued a ballot, both at the polling place and during the official canvass process. The WEC recommends having two copies of the ERIC Supplemental Poll List at the polling place to facilitate reconciliation of the election. Maintain the two lists on Election Day as you would other duplicate poll lists.

Any further guidance with regards to the use of the ERIC Supplemental Poll List for future elections will be decided by Commission at a future meeting.
