Inactivation of Voters Who Did Not Respond to Notice of Suspension of Registration

The 2014-2015 Four-Year Voter Record Maintenance process is almost complete, and the Government Accountability Board would like to thank all clerks for their cooperation in this statewide initiative.  Yesterday evening, July 27, 2015, the G.A.B. inactivated voter records of individuals who did not respond to the Notice of Suspension of Registration sent on June 26, 2015.  Voters in “Active -Suspended (4 Years Notice)” status were updated in the Statewide Voter Registration System (SVRS) to “Inactive - 4 Year Maintenance.” 

Below are the final steps clerks should complete for the Four-Year Voter Record Maintenance Process:

  • Print or export list of voters who were mailed a Notice of Suspension postcard.  This list is available on the G.A.B.’s Election Data Website (http://electiondata.gab.wi.gov) which utilizes Microsoft Dynamics CRM (CRM).  Clerks should print or export the list for their records and use the file to identify registrations that may be destroyed after four years.  See Wis. Stat. § 7.23(c).  The CRM list will be available until August 31, 2015 and will only reflect the voter status as of July 27, 2015.  Inactivated voters on this list could have since reregistered.  Therefore, clerks should use SVRS to verify a voter’s most current status.  After August 31, 2015, clerks should use SVRS to obtain the list of voters updated in the Four-Year Voter Record Maintenance Process.  Instructions on how to retrieve the SVRS list can be found in the Four-Year Voter Record Maintenance Chapter on the G.A.B. website http://gab.wi.gov/clerks/education-training/svrs-manual.
  • Record any unprocessed postcards or postcards returned after July 27, 2015 in SVRS.  Signed postcards postmarked on or before July 27, 2015 can be recorded as “Returned - Continue Registration” and the voter’s status should be updated to “Active - Registered.”  If a signed postcard comes in within the week after July 27, 2015 and is not postmarked, the mailing can also be recorded as “Returned - Continue Registration” with the voter status updated to “Active - Registered.”  If a signed postcard is postmarked after July 27, 2015, the voter will need to reregister.  The clerk may send the voter a GAB-131 form or direct the voter to the MyVote Wisconsin website (myvote.wi.gov) to complete a Click and Mail application. 

Finally, clerks do not need to update voter status for postcards returned undeliverable after July 27, 2015.  All postcards should be attached to the original voter registration application.

Based upon the information recorded in SVRS, of the 97,981 postcards mailed, 24,963 postcards were returned as undeliverable, 9,427 postcards were returned requesting continuation, and 63,591 postcards were not returned or were not recorded in SVRS.  As required by the Statutes, the G.A.B. will be reporting statistics resulting from the Four Year Voter Maintenance process to the Legislature.  Once again, the G.A.B. would like to thank all clerks for their efforts in the completion of the 2014-2015 Four-Year Voter Record Maintenance.
