This message is to inform you that yesterday, April 15, 2013, the Government Accountability Board (G.A.B.) mailed a Notice of Suspension of Registration Postcard to all voters in your municipality who have not voted in any election in the previous four years and are subject to the 2012-2013 Four-Year Voter Record Maintenance.  The voters have 30 days to respond to the postcard with a return postcard to continue their registration.  A copy of the postcard is provided with this memo.

The voter records have been updated to the status of “Active - Suspended (4 Years Notice) in the Statewide Voter Registration System (SVRS).  Voters in Active – Suspended (4 Years Notice) status will show up on poll lists and, function in all respects like any other Active voter registration.  The voter status will be changed to Inactive – 4 Year Maintenance if the postcard is returned as undeliverable or the 30-day response deadline passes without the voter requesting continuance of their registration.  The voter status will be changed to Active- Registered if the signed Continuation of Registration is returned.

Municipal Clerks will receive postcards returned by the post office as undeliverable and by voters wishing to remain on the registration list.  SVRS Providers and Self-Providers will record the returned mailings themselves. The G.A.B. will not be processing any returned cards.  Reliers will forward copies of the postcards to their SVRS Providers.  Relier clerks should work with their SVRS Providers on the details for sending copies of returned postcards.

Instructions for processing the returned postcards in SVRS have been posted to the G.A.B. website.  For the 2012-2013 Four-Year Voter Record Maintenance clerks have the option of processing returned postcards using the G.A.B.’s Election Data Website (http://electiondata.gab.wi.gov), which utilizes Microsoft Dynamics CRM. This is the website clerks use to print their Ineligible Voter Lists each election. Alternatively, returned postcards can be processed through SVRS.
