In late 2017, Commission staff began work on modernizing and integrating the Election Data Reporting process (WEDCS) into WisVote. We are pleased to announce work has been completed on the first stage of this project so EDR Postcard Reports can now be filed directly in WisVote. Clerks will no longer need to log into WEDCS to complete or update this report. The WisVote user manual has been updated to include instructions on completing EDR reports in WisVote and these instructions have been attached to this communication.

Moving the EDR Postcard Report into WisVote will take advantage of the WisVote environment to reduce the amount of time spent filing this required report while improving data quality. The EDR Postcard Reports are now associated with each required election in WisVote, reducing the possibility of reporting postcard results for the wrong election, and automatically total the number of Election Day Registrations for the associated election. Clerks will only need to enter numbers for returned postcards, inactivated voters and DA referrals. These fields also include error-checking to prevent common typos, such as reporting more returned postcards than the number of election day registrants.

Commission staff have already created EDR reports for the 2018 Spring Primary and Spring Elections. Please review and complete any pending EDR reports for your municipality or reliers for these two elections. If additional Election Day Registrations are recorded after the creation of the report, the Total EDRs field will automatically update when the EDR Complete checkpoint is rechecked. Going forward, EDR reports will be created in WisVote when the EDR Complete checkpoint is checked for the first time.

Commission staff anticipate Election Reconciliation (EL-190 report) will be available in WisVote for the 2018 Partisan Primary. Providers and reliers should continue to file any EL-190 reports in WEDCS until Election Reconciliation is live. Commission staff will provide additional information and training materials in support prior to launch.

Please contact the Elections Help Desk at elections@wi.gov or 608-261-2028 if you have any questions regarding this update.
