On December 12, 2017, the Wisconsin Elections Commission (“Commission”) conditionally approved Clear Ballot Group’s ClearVote 1.4 voting system for sale and use in the State of Wisconsin.  Final certification was contingent upon the system receiving full federal certification from the Election Assistance Commission (EAC).  The EAC certified the system on February 8, 2018 and issued their certification report, which was reviewed by Commission staff.  Staff determined that this report confirmed the results of the test campaign that was conducted in Wisconsin in 2017 and issued final certification of ClearVote 1.4 on March 2, 2018.  ClearVote 1.4 is now eligible for purchase and use in Wisconsin elections.

No electronic voting equipment may be offered for sale or utilized in Wisconsin unless the Commission first approves it.  The following provides a brief description of the Clear Ballot Group voting system recently approved for use in Wisconsin:

ClearVote 1.4

ClearVote 1.4 is a federally tested and certified paper-based, digital scan voting system powered by the ClearDesign software platform.  It consists of four major components: an election management system; ClearAccess, an Americans with Disabilities Act compliant vote capture device for a polling place; ClearCast, a polling place scanner and tabulator; ClearCount, a high-speed scanner and tabulation system designed for use at a central count location and for election results aggregation.

For additional information regarding this voting system, please refer to the attached Commission memorandum, certification letter and U.S. Election Assistance Commission certificate.  If you have any questions, please contact the Help Desk at or (608) 261-2028.  Thank you.
