The complaint is not in proper form as the complainants are not proper parties to filing a complaint with the Wisconsin Elections Commisison under Wis. Stat. § 5.06. Therefore, the complaint was returned without prejudice pursuant to Wis. Stat. § 5.06 and Wis. Admin. Code § EL 20.04(1) and (2).
