In October 2002, Congress passed the Help America Vote Act of 2002 (HAVA), creating sweeping reforms to the nation's voting process. HAVA addressed improvements to voting systems and voter access that were identified following the 2000 election.
HAVA created new mandatory minimum standards for states to follow in several key areas of election administration. The law also provided funding to help states meet these new standards, replace voting systems and improve election administration.
HAVA requires states to implement new programs and procedures:
- Provisional Voting
- Voting Information
- Updated and Upgraded Voting Equipment
- Statewide Voter Registration Databases
- Voter Identification Procedures
- Administrative Complaint Procedures
HAVA also established the Election Assistance Commission (EAC) to assist the states regarding HAVA compliance and to distribute HAVA funds to the states. EAC is also responsible for creating voting system guidelines and operating the federal government's first voting system certification program.

In 2016, WisVote replaced the Statewide Voter Registration System (SVRS), which was created in 2006 as required by the federal Help America Vote Act of 2002 (HAVA). However, WisVote is much more than a voter registration list. Click the links below to learn more about WisVote.

The Wisconsin Election Data Collection System (WEDCS) is an online database for municipal clerks to report election statistics within 30 days of each statewide election, or within 45 days of a general election. Statistics include the number of voters, voter registrations, types of voting equipment used, and election costs. Previously, clerks reported statistics on paper on form GAB-190.
In May 2008, the U.S. Election Assistance Commission awarded Wisconsin a $2 million federal grant to improve the State’s ability to collect election data at the most local levels. Of the five states to receive Elections Data Collection Systems grants, Wisconsin was the only state to timely produce a comprehensive Elections Data Collection System.
